Va. man passes out in Walmart bathroom after using heroin

STAFFORD CO. – A Stafford man was arrested after, deputies say, he used heroin and passed out in a Walmart bathroom in Stafford County.

Deputies responded to an emergency call at a Walmart located at 11 Village Parkway in the southern end of the county on June 9 just before 2:30 p.m. for the report of a man who passed out in the store bathroom.

Upon arrival, officials say deputies found 29-year-old Richard Garner along with several drug-related items in plain view. Deputies say Garner looked tired but did not want medical transport.

Garner was taken into custody and admitted to using heroin. The sheriff’s office says he was charged with controlled substance.

While Garner was being admitted into jail, deputies say employees found heroin in a clear plastic bag that was hidden in Garner’s shoe. He was additionally charged with possession of a controlled substance in jail.
