PRINCE WILLIAM CO. – A landscaper was hit and killed by a Prince William County school bus in Haymarket Wednesday morning, police say.

After investigating, police determined the bus driver to be at fault in the crash.

57-year-old Sheli Paugh was arrested and charged Friday, police say.

Police say a landscaping truck with an attached trailer was stopped in the right lane of Old Carolina Road while three landscapers were preparing to mow the property.

That’s when police say a school bus, with no students aboard, travelling in that same lane ran into the vehicle and one of the workers.

That worker, identified by police as 53-year-old Eusebio Joya Castro, was pronounced dead at the scene.

Police say Castro, who was wearing a reflective safety vest, was standing near the truck and was in the process of setting up a sign when the collision happened.

The driver of the truck, identified by police as a 62-year-old man, was inside the truck when the collision occurred. Police say he was taken to the hospital with non-life threatening injuries.

The third worker was able to safely avoid getting hit by the bus, police say.

The driver of the school bus has been identified by police as a 57-year-old woman from Front Royal, Virginia.

The investigation is ongoing. Stay with DCW50 for the latest.
