WASHINGTON, D.C. — A man is under arrest after an incident where police say he made racist remarks to a man and struck him with a metal object.

Richard Moore, 40, was arrested on Friday for assault with a dangerous weapon. Police say the assault took place at 1:15 on Thursday in the 1000 block of Wisconsin Avenue in Northwest.

Moore is accused of approaching the victim and making racist remarks, then, when the victim walked away, following him into an alley, assaulting him and striking him with a metal object.

The victim was treated at the scene for non-life threatening injuries, and police are currently investigating the incident as a hate/bias crime.
