LOUDOUN COUNTY, Va. — An Ashburn man is being held without bond after police arrested him on charges of approaching a young girl on Halloween, offering her candy, then touching her inappropriately.

Police have charged Seyed Vafaei, 68, with assault and battery after an incident on October 31. They say Vafaei approached a young girl who was walking with her friends in the area of Tournament Parkway and Palmer Classic Parkway, offered her candy, and then placed it in her bag.

When the girl turned to catch up with her friends, Vafaei is accused of grabbing her hand and kissing her on the cheek.

Police say the victim pulled away and caught up with her friends, and the incident was reported to police the next day.  The Loudoun County Sheriff’s Office is concerned about possible similar encounters involving Vafaei, who has been seen in the community riding a bicycle and wearing goggles.
