After Fairfax Co. Police investigation, Carroll Co. teacher arrested on child sex charges

FAIRFAX CO., Va. - Police say a 39-year-old Maryland middle school teacher is facing charges on four counts of solicitation of a minor.

Fairfax County Police say the arrest stemmed from an online chat investigation with Kenneth Brian Fischer that began back on August 31st, by their Major Crime Bureau, Child Exploitation Unit.

Fischer is a teacher at Westminster West Middle School and was formerly a teacher and/or administrator at multiple other Carroll County schools, including North Carroll High School, Winters Mill High School Francis Scott Key High School, Manchester Valley High School, Sykesville Middle School and Mt. Airy Middle School since 2000.

According to the Maryland State Department of Education website, Fischer was also a former Teacher of the Year.

Police say a detective posing as a 14-year-old boy was contacted by a stranger through a cell phone application, initiating a conversation with him.

Shortly after, police say the man  solicited for sexual contact with their detective, who he believed to be a juvenile. He also sent sexually explicit images, presumably of himself, to the detective.

They determined that man was Fischer, of Westminister, Maryland, and contacted the Maryland Internet Crimes Against Children Taskforce for assistance with the investigation.

Maryland State Police say at approximately 5:40 a.m., on Wednesday, they worked with several agencies to serve a search warrant at Fischer’s home.

They say various electronic and digital data storage devices were recovered and turned over to the Fairfax County Police investigators, which they are now analyzing.

Fischer was arrested in his home while the search warrant was being served and he is currently detained at the Carroll County Detention Center.

He's awaiting extradition to Virginia pending a hearing.

Police say they have become aware of other possible victims in Northern Virginia and Maryland. They are now asking for parents to talk to their children and report any suspicious contact outside the school setting with Fischer.

A spokesperson for Carroll County Public Schools says Fischer did start the school year as a math teacher at Westminister West Middle School.

They sent us this statement, which was also sent to parents and staff:

"We were informed on Wednesday, September 13, 2017, that Dr. Kenneth Fischer, a teacher at West Middle School, was arrested on four (4) warrants out of Fairfax County, Virginia, related to child sex offenses.

We immediately began cooperating with law enforcement and the State’s Attorney’s Office in the investigation.

Once law enforcement informs us of an investigation, we are not able to communicate any information or details that may impair their investigation. We can communicate in concert with them but only communicate when approved and only share details that will not interfere with a law enforcement investigation.

Dr. Fischer has been suspended without pay pending a recommendation of termination to the Board of Education.

We will continue to do whatever we can to assist law enforcement in their investigation."

At this time, Fischer is not being charged with any violations of Maryland criminal law and any charges that come from his possible illegal activities in Maryland will depend upon the outcome of the investigation.
