Man arrested after strangling woman, jumping on moving car as she leaves

PRINCE WILLIAM CO. – A Woodbridge man was arrested Wednesday for pushing a woman to the ground, strangling her, and jumping onto a moving car as the victim was trying to leave, officials say.

A detective was driving around the area of Occoquan Road and Horner Road in Woodbridge around 9 p.m. when he saw a man beating the window of a moving vehicle while hanging from the driver’s side door.

The detective stopped the car and detained the man. Further investigation revealed that 40-year-old Ulices Guevara got into a verbal altercation with a 29-year-old female family member.

Police say¬†Guevara grabbed the victim’s hair and pulled her to the ground during the argument. Guevara and the woman were separated by other family members.¬† The victim left, got into a vehicle, and drove away.

That’s when police say Guevara jumped onto the car and started beating the window. He was arrested a short time later.

Guevara is being charged with strangulation and domestic assault and battery.
