HAGERSTOWN, Md. -- Police and the family of a Hagerstown teen are clashing after the young woman was pepper-sprayed by officers after a car accident Sunday.

Bodycam footage shows officers spraying the girl, 15, and then picking her up to place her into their squad car.

Her attorney, Robin Ficker, says that the police went too far and described the girl as an "accident victim". But police say they detained the teen because she crashed into a car and tried to leave the scene.

Police are also claiming that bystanders helped prevent her from leaving, and Hagerstown's police chief said Thursday that the teen was "combative" and officers acted properly.
